August 19, 2010

Members from Jefferson, Bethlehem, Lancaster, Whitefield, Stratford, Dalton and Twin Mountain were present.
Ed reported that he has the current Haz Mat inventory and will e-mail it to anyone who requests it.
Whitefield will host NIMS 300 September 13, applications closing 8-25-10 and NIMS 400 in November, applications closing the first week in October.
Nick Antonucci gave suggestions for expediting the application process by double checking for applicants signature, making sure the workman’s comp. information is complete and the chief or designated representative of the department signs the application.
Stratford is hosting a non posted SCBA module in September. Anyone interested can contact Nick for applications.
Sugar Hill will be having a Driver Operator program at Cannon Mountain tentatively planned for late October. Contact Nick for advanced details.
Mike Kopp reported to the group of an annual Fireman’s muster will take place at the Lancaster Fair every year. The 5 member team will enter the fair for free. The winner will house a trophy provided by the Lancaster Fair Association until next years muster. The trophy will then pass on to the next departments winner. It’s not to late to enter a team. Please contact Mike Kopp at the Lancaster Fire Department for more information.
Tom Andross gave a presentation on Narrowbanding. Tom is affiliated with the Grafton County Sheriff’s Department Dispatch Center.
Inventories are not accessible through Littleton Fire Departments web site. Jack Anderson was to follow up with the Littleton Fire Chief to work out the problems.
Chief Chris Milligan gave details on the Jefferson’s annual Golf Tournament being held August 29th. Please call the Jefferson Fire Department for more details.
Wendy gave a treasurer’s report. North Pact has a balance of $9596.16 Expenses were $962.50, fit test adaptor, $510.00 McMahon and Christopher, $500.00 NCERT dues, 143.62 bbq expense, Income of $700.00 in dues and $1.21 in interest. Haz Mat has a balance of $2196.62. Haz Mat received a grant of $29015.64 and $500.00 in dues plus $.62 in interest. Several expenses totaling the grant amount was expended. A complete detail of expenses will be provided by Chief Rick Eichler at the next scheduled meeting.
Next Meeting is scheduled for November 4, 2010 at the Lancaster Fire Station, 7:00 p.m.

May 21, 2009

Meeting Called to Order by President Tibbets 19:05
Meeting minutes approved. Motion made & seconded (Dana /Ron)
Chris Milligan went over some of the treasurer’s report. Members advised of fine ($9219.57) for late filling and that the fine had been refunded. Advised that our non profit status remains in limbo awaiting reply from accountant. 2008 tax returns have been filed and costs of accountant were split between Haz. Mat and Membership.
New members present Eric Ward Assistant Chief Errol, & Tom Friedman 2nd Assistant Chief Errol.
Chris passed along that all dues had been paid except Lancaster & all contracts received except Beecher Fall’s, Bethlehem, & Dalton.
Old Business
Jay Gibson brought up dispatch acknowledging general conversations and sign on procedures to be re-addressed at August meeting.
Randy still working with OHRV clubs as to the use of Lancaster Highway Channel

New Business
Motion made to accept Errol as a new member (Dana/Ron) vote taken and Errol accepted as a member.
Chris discussed the recent Federation meeting in Lebanon.
Meetings being held on current C2F2 requirement. One held on 5/17, the next on 6/4. After discussion on pro’s and cons, decision to made to abstain from making a recommendation as to course.
Dennis Rosalyn should now be our local NHFA contact.
Federation is trying to create a rate structure for task force activations.
Discussion at the federation (NHFMA) level of instituting a nominal statewide dues schedule to help defray some of the costs. More info to come.
August meeting to be held in Randolph on 8/20. Cookout at 18:oo meeting @ 19:00.

February 19, 2009
Meeting Called to Order by President Tibbets 19:04
Dan Milligan from Lancaster Dispatch on hand to discuss several ongoing issues.
1. First issue was discussion about times between tones. Seems as if some of the tones may have been too quick recently. Time should be
1st tone to 2nd tone 5minutes
2nd tone to 3rd tone 3 minutes
3rd tone to 4th tone 4 minutes
2. Discussion that mutual aid to the scene should be the closest.
3. Discussion of the number of people/ non officers signing on and it should be limited to one or two.
4. Discussion of message tones and when and what should be included in them
5. Discussion of if 20 minute time checks should be used for ambulance. Whitefield would still like them.
A letter will be sent to dispatch with the results of this meeting.
Discussion over radio procedures and the recent use of Lancaster Highway by
two local snowmobile clubs. Chief Flynn will send letters to the clubs clarifying radio use policies.
Old Business
Discussion of the current Haz-Mat Billing and fuel issues. Still some confusion amongst department as to how to activate and the billing structure and reimbursement costs.
New Business
Chief Young brought up about being called for the ice storm. Discussion ensued concerning the lack of use of the task force. Chief Duncan advised of extensive discussion at the Federation Meeting about the same concern and that some of the utilized department were used for station coverage rather than at the scenes.
Election of Officers Al Mcbain moved to elect the current slate of officers. Seconded by Ron Sheltry. All in favor.
News from the most recent Federation Meeting
State working on new level FFII and FF III and they should be rolled out later this year
State compiling mandatory statewide inventories. No Pact inventories can be done on line at littletonfirerescue.org and forwarded to tmfdnh.org.
NHFA is having a public official’s day (4/18/2009) to expose public officials to what is needed and the associated costs in the current fire services.
A NH FF level I is being scheduled for Whitefield in September
EMS Regional council is trying to update their current membership list and would like to confirm the North Pact representative. A motion was made to elect Chief Duncan as the representative. All voted in favor. A letter will need to be sent to the council.
Dalton has a house to burn by April 1st.
An updated chiefs List w/ contact info will be included in the next minutes and will now be available on line.

Old Business –
Chief Duncan talked about tax exempt status. Twin State is consulting an accountant to determine if it is really necessary to be a 501C3 organization. The only real difference will be that we could accept donations. We can remain 15430 as long as we don’t show a profit. Tax fees on 501C3 want about 750 dollars and tax fees on 15430 run about 50 to 100 dollars. We need to find out from Wendy if we have been filing with the Attorney Generals Office. Form 1023 will have to be done. Twin state is waiting to find out if they want to do this. Money left at the end of the year can be put into accounts to get around the profit rule. Chief Flynn wants to wait and see what Twin State finds out. We also need to make sure there is no time limit to file.
Meeting was not toned for tonight we need to come up with a calendar and give it to dispatch.
Chief Duncan- Twin Mountain website has minutes from north pack meeting. Wendy will still send them out but they can be seen and/or printed out at twinmtnfirenh.org.
Went over policy on calling for HAZMAT. Towns that do not pay dues can still call HAZMAT team but will be billed for it. (Usually paid by insurance) Chief Bedell asked how HAZMAT was toned. Chief Milligan explained how it was toned. Dispatch has the run card and is aware of which departments have members. There have been times when a member has been called on the phone to respond to scene. Question about what equipment the team has. HAZMAT team has a truck as well as the trailer.
Question as to if we have the ability to do an all call or chief’s call, which would tone all departments or all chiefs and it was determined that we do not have that ability.

Request for dates and times of meetings to be sent to dispatch centers at beginning of year so the meetings can be toned on Sunday and Wednesday nights of the week of the meetings.
Chief Duncan – would like to put our truck inventory lists on computer for NORPAC. Twin State has this and can access any departments’ truck to see what they have. We would be able to do this as well. Forms can be filled out by hand and sent to Wendy as usual or departments can go on line and fill out inventory themselves. Littleton Fire Department website has the forms to be filled out.
This was voted on and approved to be completed by the February meeting.
Chief Duncan – would like everyone to think about putting together an ambulance task force. The only way to do it would be to combine Twin State and Norpac using one ambulance each from Twin Mountain, Woodsville, Whitefield, Lancaster, and Groveton. He wants departments to think about it. Ambulances would respond at the Basic/First Responder level or above.
Chief Flynn – Christmas cards should be sent to dispatch centers, he will take care of doing this.

Sam Evans – wants to go over and work on run cards
Donna Page – reminded members that they had wanted some kind of policy that departments respond mutual aid ONLY with the minimum allowed personnel or radio and say they do not have a full crew.
Sam Evans – we need better department participation at these meetings
